#740 Allow web pages for language variant titles

Currently, Title Edit lets you enter Web pages for variant titles. In most cases, users should not be able to do this since Web pages should be associated with canonical titles instead. However, with language variants, a reader whose first language is the language of that variant might want to see an associated web page in that language. For example, Isaac Asimov's "Caves of Steel" was translated into Finnish as "Teräsluolat". The Finnish Wikipedia page, at http://fi.wikipedia.org/wiki/Teräsluolat, has information about the Finnish translation that does not appear on the English Wikipedia page. Thus both because of the reading ease and because of the additional information, a Finnish reader might want to see that link.
