#737 Add support for SFE3 images

Add support for SFE3 images. This covers the following SFE3-provided requirements:

1. Add a moderator warning if a SFE3-hosted image doesn't have /clute/, /langford/ or /robinson/ in its URL. These are the sub-directories where all images are from the SFE3 editor's own collections. They can't give us permission to link to other SFE3-hosted images.

2. Allow entering "gallery" URLs as a second part of the Cover Image URL, e.g. http://sf-encyclopedia.uk/gallery.php?id=Clute-Stay.jpg for http://sf-encyclopedia.uk/gal/robinson/Clute-Stay.jpg. Use vertical bars ("pipes") as delimiters and document this convention in Help.

3. Add a moderator warning if an SFE3-hosted image doesn't have the "gallery" information as described above.

4. Create a cleanup report to find SFE3-hosted images that do not meet the requirements described above.
