Part 2: Fixed the previously broken Aggressive Mode; improved the performance of the new Publication-based Duplicate Finder by making the logic pre-ignore REVIEWs. Implemented in:

edit/find_dups.py 1.21 edit/find_pub_dups.py 1.2 edit/isfdblib.py 1.78

Installed in r2014-251 on 2014-08-21.
