#535 Show currently selected languages at the top of all Bibliography pages

Show currently selected languages at the top of all Bibliography pages. If the "all languages" flag is set, then state this fact. If only certain (or no) languages are chosen, display their list and a link to the User Languages page with an explanation that the user can select VTs' languages to be displayed.
