New cleanup script created. Implemented in:

mod/bad_images.py 1.1 mod/cleanup.py 1.21 mod/resolve_bad_url.py 1.1 mod/TARGETS 1.31 scripts/create_bad_image_table.sql 1.1 scripts/populate_bad_image_table.py 1.1

Installed in r2014-73 on 2014-02-01. Closing.
