#519 Limit the display of tags on Summary pages

Currently, Summary Pages show all tags for the displayed author. That's fine when the number of tags is small, but when it is very large, e.g. see Kim Stanley Robinson's Summary page (http://www.isfdb.org/cgi-bin/ea.cgi?49), it can become unwieldy. We need to change the software to display the top 20 most popular tags and then a link which will say something like "View 23 more tags" and let the user go to a page where all tags could be seen.
