Increase the visibility of the "You have New Wiki Messages" warning on the database side. Currently new editors often ignore it.

Part 2: Changed the background color to bright yellow and the link to the Talk page rather than the diff page. Implemented in:

biblio/common.py 1.76 common/navbar.py 1.22 css/biblio_css_stub 1.19

Installed in r2014-55 on 2014-01-22.
