#463 Make title separator consistent on the New/Edit Pub pages

On the New and Edit Pub pages, the lines separating titles are inconsistent. To separate titles within the regular content and review sections, we use dashes, but the interview section uses thin blue lines. We need to make the three sections behave the same way.
