#446 'Add Pub to Title' should allow adding contents

The "Add Publication to This Title" gives a new publication record with certain fields filled in, but does not allow the inclusion of additional content items. This is a useful command to use when you have a title record with no pubs, or (for example) a new edition of a novel has enough content differences (foreword, interior artist, etc.) that "Clone Publication" copies too much. However, this command does not give the content region below the book fields to allow you to add, say, the foreword, the interior art, etc.
Priority raised a bit, because it seems like this should be an easy fix.
