#345 Convert the NavBar to drop-down menu at the top of each page

Convert the Navigation Bar to drop-down menus across the top of each page. Use pure CSS menus so that JavaScript wouldn't be required. In addition, make all non-moderator menu choices available from all pages -- currently moderator-only pages display a subset of menu options.
