#23 Link to editor-talk from moderator-submission

Was Feature 90127 on ISFDB. "Submitted by: Editor Name" links to the editor’s user page while 99% of the time we then click on the “Discussion” tab to get to the talk page. It seems that it would make sense to go directly to the talk page and we’d look at the user page if we want to know more about the editor. Marc Kupper.

Make that Feature 90126 on ISFDB, although 90127 is related (but covers multiple screens).
