#1649 Create a cleanup report of COPAC External IDs

Create a cleanup report of COPAC External IDs. The UK/Irish union catalog COPAC was retired in 2019, which is why we currently display this External ID Type as "COPAC (defunct)". COPAC's replacement, Library Hub Discover, doesn't support COPAC IDs and doesn't have permanent IDs of its own.

Now that it's been 6 years since COPAC's retirement, it's time to remove defunct COPAC IDs. Before we do that, we need to create a cleanup report to find all publication records that:

1. Have a COPAC External ID
2. Do not have External IDs of other types
3. Have not been primary- or secondary-verified

This cleanup report will identify publication records whose only source of verification is COPAC. Once we add other verification sources/External IDs to them, the cleanup report will be empty, at which point we should be able to delete all COPAC External ID values and the COPAC External ID type.
