#1590 Create a blacklist of disallowed third party URL patterns

Create a blacklist of disallowed third party URLs to be used to prevent ISFDB from linking to specific pirate URL patterns. This will require the following software changes:

  • New Bureaucrat menu options to add, edit and delete blacklisted URL patterns
  • A new yellow warning to be displayed when a submission tries to link to one of the blacklisted URL patterns
  • A new nightly cleanup report to find links to blacklisted URL patterns, which will automatically flag records once a URL pattern is added to the blacklist
  • The software should include a "Note" field editable by ISFDB Bureaucrats and accessible via the new cleanup report. The Note field will explain why each URL pattern has been blacklisted.
