Update External IDs to use HTTPS. OCLC, Goodreads and probably other third party sites now support HTTPS, but we still link to them via HTTP.

Implemented in scripts/update_external_IDs_to_HTTPS.sql, installed in SVN 1005 on 2022-09-16. Links to the following third party sites could not be upgraded to HTTPS because they either do not support HTTPS or their HTTPS certificates are improperly set up:
