#1529 Improve display of invalid ISBNs

The ISBN formatting logic should skip any ISBN value longer than 10 digits that does not start with 978 or 979 since such a number is not an ISBN and should not be reformatted the way a legitimate ISBN is formatted. We also want to make sure that the software isn't adding a digit to any 12-digit number not starting with 978 or 979.

The ISBN value check for the submission review screen should display a yellow warning when a value longer than 10 digits does not start with 978 or 979.
