#1520 Enhance the database maintenance message

When the ISFDB server is up but the database is not available, the software displays the following message: "The ISFDB database is currently undergoing maintenance. Please try again in a few minutes". We should change it to "The ISFDB database is currently unavailable. Most likely it's due to the daily backups which run at 9:30am server time for a few minutes. If this is unscheduled downtime, http://isfdb.blogspot.com/ may have more information."

Edit: The final version of the error message is: "The ISFDB database is currently unavailable. If this is due to the daily backups, check back in a few minutes. If this is unscheduled downtime, http://isfdb.blogspot.com/ may have more information."
