#1471 Cleanup reports for titles with translations and no pubs

Create cleanup reports for titles which:

  1. Have no publication records associated with them; and
  2. Have no VTs with the same language associated with them; and
  3. Have translated titles associated with them
  4. Have dates that are not 0000-00-00 or 8888-00-00

New cleanup reports will be segregated by:

  1. Title type: book-length (novels, collections, anthologies, omnibuses, non-fiction) vs. shorter works (short fiction, essays, etc)
  2. Language. Languages with a lot of outstanding titles will get cleanup reports of their own. The "catch-all" report for the remaining languages will be sorted by language.

    Installed in SVN 822 on 2021-12-31. Keeping the FR open since we still need to create similar cleanup reports for stories, essays, etc.
