#130 Add the ability to view submissions as raw XML

Add a link to the submission review/approval screen which will let the approving moderator view the submission as raw XML (i.e. the dumpxml script).

There should be a corresponding link/button in the dumpxml screen to move to the ordinary moderator review/approval screen. Thuis a mod could look at the xml, then return and act on the submission based on what he had learned. -DES.
