#1260 Create a report of numeric External ID ranges

Create a report of numeric External ID ranges. It should display the ranges of non-linking External IDs for secondary verification sources. At this time it should be limited to the 2 Reginalds and the 3 Bleilers that have numeric IDs.

Installed in SVN 333 on 2019-02-04. Closing the FR for now although I expect that it may need to be reopened to tweak the presentation layer based on editor feedback.

Part 2 - Ignored non-numeric IDs and fixed a table display quirk. Implemented in edit/numeric_external_id_ranges.py, installed in SVN 334 on 2019-02-07.
