#117 More choices for moderator after approval

When a moderator approves a Publication,Title or Author edit, s/he is given the choice of viewing the Publication, editing it or going back to the Submission list.However, after approving other types of edit the only choice is to goback to the Submission list. We need to make the other two choices
available to moderators after approval of all types of edits, where feasible This is an expansion of FR #2816520 (Allow moderator to view/edit the Title/Author after edit )
