#1086 Change the award year field to a drop-down list

Create a new record type for award years. We can call it something like "award year" or "award ceremony". Once we have it, we will be able to add notes to award years. Notes can be used to specify when the awards were announced, when and where they were given, eligibility rules changes, etc.

Once this FR is implemented, award years will behave the way award categories behave now. You will need to define award years before you can add awards for it. They will be available as a drop-down list on New/Edit Award pages. This functionality will eventually let us support non-annual awards like "2015 3rd quarter".
