Update BLIC and BnF ISBN linking logic. BLIC always accepts 13-digit ISBNs. BnF has a new URL structure and requires the ISBN which is in the book, i.e. it won't accept an ISBN-13 for an ISBN-10 book and it won't accept an ISBN-10 for an ISBN-13 book.
