#1028 Merging: allow choosing one record for multiply occurring fields

Currently, when merging records, the editor has no control over the disposition of the data in multiply occurring fields: all values are simply merged. It has been requested that we let editors decide whether they want all values to be merged or whether they want to pick one of the records as the source of the data.
