#1008 Only display Wiki links if there is a matching Wiki page

Only display Wiki links if there is a matching Wiki page. This is a stopgap measure which will prevent new editors from creating new Wiki pages instead of using Note fields. Once we are done with the Wiki migration project, we will no longer display these links even of there is a matching Wiki page -- the linkage will be done using the standard "Web pages" field.
