URLs with non-English characters in the body of the URL fail to find matching database records. This problem affects the only two ISFDB Web pages which allow free text values in URLs: Author Bibliography and Series Bibliography, e.g. http://www.isfdb.org/cgi-bin/ea.cgi?Аркадий Стругацкий fails.

    Fixed in common/isfdb.py, installed in SVN 658 on 2021-06-22. Keeping the Bug report open pending user feedback. If the fic was successful, we will need to cleanup related code in the software.
