Cleanup reports validate the HTML tags present in Note fields inconsistetly. All cleanup reports should be using the same logic which should match what is stated in "Help:Using Templates and HTML in Note Fields".

common/library.py edit/cleanup_report.py nightly/nightly_html.py nightly/nightly_update.py

Installed in SVN 252 on 2018-11-10. Closing the Bug.
