When submitting a New Publication, templates are not being expanded in the TitleNote field during approval (they are expanded in the actual record once approved). See [http://www.isfdb.org/cgi-bin/view_submission.cgi?3451994 this submission] where the same Tr template was used in both the TitleNote and pub Note. Only the pub Note one is expanded.
