#321 Remove Awards errors out for Award Level 80

Remove Awards errors out with a Python error when the Award Level 80. There are 68 award records in the database with award level 80, but they were all withdrawn and all appear to be in need of having their level changed to a value between 81 and 85. We also need to make the code more bullet-proof so that an unanticipated level value wouldn't result in a Python error. Finally, the list of "special" levels, which is defined in biblio/awards.py, probably needs to be used as a drop-down list instead of asking editors to remember what each number means.
