If you delete a publication, the submission approval process will delete the associated Covert Art record if it's not referenced by other pubs. However, after deleting the Cover Art title, the code (deleteCoverArt in mod/pa_delete.py) doesn't delete the artist's record even when there are no other titles/pubs associated with the artist.
