When creating a non-title specific award via edit/submitnewaward, Title and Authors get XML-escaped twice, once in awardClass and also in submitnewaward. If you check the body of the submission in the submission table, you will see double-escaped ampersands for Unicode characters. On the moderator side, mod/wa_new unescapes the while submission in minidom.parseString and then the script unescapes all authors again, so Authors are OK. However, titles are only unescaped once, so the resulting award text is messed up if it contains Unicode characters.

Fixed in common/awardClass.py 1.4 and edit/submitnewaward.py 1.8, installed in r2013-08 on 2013-01-07.
