#153 Unicode in author names

ISFDB is unhappy with Karel Čapek in a couple of places. The URL "http://www.isfdb.org/cgi-bin/ea.cgi?Karel Čapek" says "Author not found: Karel ÄŒapek".
as this is expanded to Karel%20%C4%8Capek in URL encoding of UTF-7.

If you try to search for Čapek using the quick-search on the left menu you get "Author not found: Karel &". Advanced search works.
