If a Publication has more than 199 Titles, the Remove Title page allows you to select all of them, but only the first 199 Titles are removed when the submission is approved. Reported by Marc Kupper (http://www.isfdb.org/wiki/index.php/User_talk:Marc_Kupper#Bug_2202918)

The bug was also preventing editors from removing Titles number 200 and higher. Fixed in edit/submitrtm.py 1.6 and implemented in patch r2009-21.
