#66 Add pub doesn't work from short fiction

Choosing "Add publication to this title" when the title is a work of shortfiction, filling out the resulting form, submitting it and having it approved, will lead to an ill-formed record -- specifically to a pub record for a container type without a matching title record. Until this can be made to work properly, the linkl should be disabled or removed when the current title is of type SHORTFICTION.
