#205 Import Contents claims it's adding a New Pub

The user interface for Importing Contents is misleading. If you take an existing publication and import contents from another edition of the publication, you are brought to a screen that claims it's Cloning the Publication (which is not what's happening). If you then look at your "Pending Edits", it claims that you now have a "NewPub" waiting for verification, which again is not what's happening. (It should probably be a "PubUpdate".)
