#183 Ampersand in user names results in unapprovable submissions

If a user name has an ampersand in it, any submissions created by the user will error out in the Submission Queue. The problem appears to be the fact that the user name element in not XML-encoded in the body of the submission, so the ampersand makes it invalid XML.
