What I ended up doing on my systems was just removing Kxxnetwork from /etc/init.d/rc3.d and /etc/init.d/rc5.d - this means networking never actually gets shut down but the rest of the system goes down clean. This hasn't caused any problems for me and was extremely easy to implement.
