#6 Allow PEP name change

PEP name change is currently not possible because the
directory where the PEP information is stored is named
after the PEP. If we change the name, the update
thread cannot match the directory name to the PEP name
and fails. If we rename the directory and then
rollback the database, we will also not be able to
associate the PEP and the directory.

We will probably need to develop an unchanging
identifier for the PEPs and name the directory after
this identifier. That means we also need a field to
display the identifier so users can manually correlate
the PEP with the directory in case they need to.

Mike, this is related to the multiple DB task. Since we
will be altering the file structure to support multiple DBs,
we might as well fix this problem at the same time. The
greatest challenge wil probably be the routine to update
existing installations both to the new database schema and,
more challengingly, the new file structure.
