#279 Legacy-ProtNet delete produces spurious conflicting db error

If one deletes a Protected Network and there is an affected Resource with multiple affected addresses, we generate a spurious simultaneous database edit conflict error and cannot save changes. This is because the first IP address change changes the actualrange in the database but the subsequent changes use the original actualrange value.
