reciever ACT-IR220L w/ Xp device not detected

For ACT-IR220L reciever, the program IRSetup v1.4 generate this error message:

"Unable to locate and initialize the selected device. Please ensure the device is properly connected to your computer."

I have loaded the last driver as_ir200l.dll and put in the same folder (config) as follow the instruction http://www.showshifter.com/support/irinstructions.htm (John Vanderbeck)

The receiver has been detected and installed  by Windows XP (driver windows ver 2001)

Anyway, I thing the program  IRSetup don't care if windows has detected or not the device.
By precaution, I also tested by uninstalling the receiver in windows: no change

I have also tried different setting on the port COM (#1 and #2, speed, parite, control flux, etc..): no change

After spending many many hours, the result is always no detection.

If somebody has meet the same problem or know the solution,
any help will largely appreciate
