added extract_pulse_envelope handling needed for WF stim data power channel

needed for generate_proj_meta for WF stim data: power is pulsed and we want to extract envelope, otherwise when generate_proj_meta subsamples channel with stimulation power, it will get zero, because we pulse exactly between frames
