This is a speed change issue. Both IrDA peers change the
hardware speed to the negociated IrLAP speed just after the
UA. Obviously one of the two did screw up.
This is a tricky part, and many Linux drivers are still flaky
at the point. This is why we have the option to limit the stack to SIR
speeds (see my web page).
