#1 Few extra channel modes

Hi, I think there should be extra channel modes
implimented into ircu, such as +B (2x (or more) the
normal channel ban limit - set by oper only). +N (No
Notices -- similar to +m), +A (No Actions (Describes).
+D should be reimplimented. Also (with GamesNET)
similar to +r's authed users only, you should add a
mode that only allows +x users in.
