#3 set #channel prompt [on|off]

The bot should have two or more function modes, as I
think of it.
prompting, or passive.
In passive mode it'll just note who was kicked, by
whom, and when. (and the kick message, of course.
Though these things could be specified in other
settings (these things, meaning, what's recorded)).
In active (prompt) mode, it'll open a query with the
kicker and ask certain questiosn (Again, the questions
it will ask can be set in per-channel settings).

Some things could be... "explain why" "has it happened
before" "what steps did you take to try to prevent
having to kick the user", things of that nature.

There should also be some trigger for asking about bans.
