Initial Preview Release

This is the Preview release. It is a working version that compiles for sure on FreeBSD with
egcs-1.1.2. I've basically looking for help with
my limited time to beef this up. There will be a
whole todo list. irce-devel@lists.sourceforge.net is the public list.
