Dear Maintainers

The device that raised the DPD-failure issue (see previous postings of
this thread [1]) was a Cisco 836 running IOS 12.3(8)T which is
End-of-life, according to this link [2].

Are you willing to include my patch? Or are you not interested in this
compatibility issue, while racoon violates RFC 3706?
