Isn't OpenSSL installed in SuSE Linux 8.2 by default, BTW?)
There is no separate source for openssl-devel - the appropriate files
should have been installed during "make install". Look e.g. for
libcrypto.a or evp.h with 'find' (i.e. 'find /usr -name evp.h'). They're
probably somewhere in /usr/local. Once you find them try to configure
again with --with-openssl=/usr/local/somewhere/
