I thin this can cause an error:
configure:13282: x86_64-linux-gnu-gcc -o conftest -Wall -g -fno-strict-aliasing -isystem /usr/include -U_FORTIFY_SOURCE -O2 -D_GNU_SOURCE -include ./src/include-glibc/glibc-bugs.h -I./src/include-glibc -I./src/include-glibc -I/usr/include   conftest.c -lradius -lutil -lcrypto  -lresolv -lcrypt -lcrypt >&5
/usr/bin/ld.bfd.real: cannot find -lradius
collect2: ld returned 1 exit status

I was install libfreeradius and libfreeradius-dev, but configure can't found radius.

This is not a problem at all. This output is generated by the test
which also prints

checking if iconv second argument needs const... no

and the text you quoted is what is produced as a side-effect of
determining the 'no' result. The 'fatal' test failure you got is for
the next test.
