#98 Dispaly info text when Asian languages are selected

- On the home page, select Japanese language
- if your browser cannot display Japanese text, you cannot see the page correctly.
- As an info to the user, please display the following help text in a popup for a few seconds when these languages are selected.
'To view this page correctly, the Asian Language Pack needs to be installed on your system.'

- the 'Asian Language Pack' can be a link to the Microsoft website which has the info on downloading and installing it.
