#379 2nd feed slow after first completes

I was downloading two podcasts and my bandwidth was shared
equally between them (256K each). When the first finished ,the
speed of the second feed only increases by .1 each refresh, so that
after a minute or so it's downloading at 262.5K, when it could have
been downloading at 512K.
I guess there's a rate limit on the speed, to smooth out when the
connection has lags, but it's too severe!
