#325 downloads dont complete if they stall and try to restart

podcasts that start but either stall or don't finish
for other reasons don't seem to start up again, even if
'check' is clicked on..do not know how to recover from
this problem..i have several downloads 'in process' but
there is no activity and trying to restart has no effect..
